The Stinger being of human origin could make sense, considering that humans already know Tarydium by that name, and also the planet Taryd from UT3 (where Liandri Corp.'s HQ was). But them again, you first find the Stinger in Rrajigar Mine, which is on Na Pali and in there the Skaarj mostly mine Tarydium...

Mmmh.
I think there are two possible explanations for this:
1. The Skaarj use their own equipment to mine the tarydium, even though the equipment is never seen. The Skaarj are probably being cautious after the Bio Rifle theft, so they make sure that not even a skaarj screwdriver, if any, is left after they're done for the day.
2. They start using unmodified replicas of the Stinger to mine out tarydium. However, in one trooper's foolishness, he hid a modified Stinger he accidentally mistook for an unmodded one where you first find it, granted you save the Nali's rear end.

When it comes to who made which gun I always like to compare Unreal weapons with their counterparts from Unreal Tournament where all weapons are human-made, sometimes probably by reverse engineering or recreating some of the SkaarJ weapons that were recovered at some point.
For example the UT BioRifle was most likely created based on the one recovered from NaPali at some point, the desing of Unreal one compared to it's Human counterpart is very alien.
Eightball - Definitely not human compared to it's counterpart from UT, not human-style at all [But when you think about QuadShot (Let's ignore the fact it never made it to final game for one second) on the other hand which is definitely human seeing as it uses shells but also has rotating barrels...].
AutoMag - Human 100%, why else would we find it on so many dead humans and even find some Ammo for it in VRikers? Enforcer from UT is most likely an upgrade.
Minigun - In unreal it was most likely a SkaarJ experiment to create a weapon that uses ammunition which Skaarj probably had a metric f***ton stolen from cargo of some human ship. And since they did, they might as well tried to find a way to use it. UT Minigun does not even remotely look like Unreal Minigun and UT one mmsut be human made.
Razorjack - Obviously SkaarJ tech and most likely the weapon that gave some engineer the idea for Ripper.
Rifle - When compared to UT's human Sniper Rifles, the fact it uses huge ass ammo and has those spikes... It is likely it was another SkaarJ experiment made possible by analyzing how does that Automag shoots those tiny thingies.
ASMD - Human, like someone said it has human text on it, Shock Rifle probably is ASMD v2
Flak Cannon - Very crude desing, doesn't look to be made by any race on interstellar travel teachnological advancement level, UT counterpart is much smoother in design, looks advanced. Might be SkaarJ but not likely, could be stolen by SkaarJ from some other species they raided at some point in the past. I don't know.

Ok, I'm way late on this, but that disp pistol is nice sly, and a possible way to use the powerups (considering the look of the powerups originally ) it could be that the blue hue is a energy form that you insert to the barrel and release into the pistol to allow upgrade. As for the stun/lethal debate, there is a shiny red light on the handle portion of the gun I noticed ingame, it's lit up, maybe that is the lethal/stun light?

I wonder if anyone has the actual hi-res 3D model seen rendered here. It would be interesting to make a lower-res mesh roughly 1000-10000 polys, make diffuse, specular and normal maps with it, re-animate it and import it to UT3.

I always thought of the Stinger as a human invention, but when you think about it, there don't seem to be human miners on Na Pali. And Nali don't seem to care about mining tarydium. So the only ones left are the Skaarj.
As for the DP, it's odd how it has powerups to begin with. If it's a popgun for use in upholding order between prisoners, why would it have powerups to begin with. It could be that the powerups are actually just tech that P849 manages to use to upgrade the weapon. Or perhaps the DP is made by some other alien species that is fond of upgradable tech. Or maybe the powerups are just in P849's mind and never existed to begin with!

Power ups = Illegally modifying the Dispersion Pistol to become a lethal weapon.
Much like how the ship in Descent is "illegally modified" to accept a wide range of ordinance more than what you'd think you could fit on it, including boosting it's lasers WAY past normal specifications.
Oh and let's not forget the weapon mods in Deus Ex, which can turn a assault rifle into a lethal automatic sniper rifle when upgraded to the maximum of each mod... (seriously...)

Although a scenario like this is logical : The human mind forces a retreat of sorts into itself because of a phobia of death, creating a chain of otherwise imaginary events to fool the person in question into thinking he's still well alive, and that he managed to fight through a ton of monsters and so on...
But then again it sounds crazy... This theory sounds kinda like Dead Space (I've got it on my new phone), where Vandal, the main char, starts hallucinating apparently from pure fear of dying (near the end)...
