As mentioned, it looks like using either the 227 patch or the D3D10 renderer (http://kentie.net/article/d3d10drv/) allow Unreal to run properly on these systems.

Using D3D10 with Rune also works, and I would assume functions similarly for UT99 and DeusEx as well. Still out of luck for games like Wheel of Time, Fallen, and Undying though.

I've been running 227i on win8 very smoothly, no problems for me. Here's my OpenGL Render settings too:
