ScrollingMessageTexture can only wright in yellow (+ grey or black).
I expect this is due to a bug or limitation in Native(474) DrawColoredText but I don't have the resources to look into it.

To recreate: open up DM-Morpheus, select all ScrollingMessageTexture and change FontColor to anything other than yellow (Blue is a good example, you get grey instead).
And play the level.

On a side note: I can't figure out a way to construct a colour.

Well ScriptedTexture is still an 8-bit texture, meaning its limited to the colors available in the source texture palette. You'll have to create a new background texture with the colors you need in its palette.
