Windows 10 User Account Control preventing .inis from loading

I've noticed that players that join my server sometimes fail to load the .ini in their system folder. Someone mentioned that in Windows 10 the .inis are stored somewhere else (user folder?) and UAC is preventing them from loading it correctly. I had one of the players disable UAC and it actually fixed the problem. Is this a known issue and if so, is there anything we can do about that?

this is probably only an issue if unreal is installed to c:\program files or c:\program files (x86). https://superuser.com/questions/384107/why-cant-i-edit-a-program-files-file-on-w

however I do think it's possible to bake the executable to run in admin mode only or some otherwise privileged mode where UAC won't bug you but im not super sure about that. best bet is probably to run unreal as admin in compatibility options
