When using a joystick or gamepad in Unreal, the sensitivity of the analog axes (thumbsticks etc) are tied to the frame rate of the game. This is most apparent with the turning and vertical look axes, but also affects the acceleration rate of player movement. This doesn't happen with mouse input; the same issue also affects Unreal Tournament v436, and possibly other Unreal Engine 1 games too.

Setting a frame limit in the renderer settings helps, but if performance drops (on highly detailed maps for instance), the sensitivity will be reduced.
