Why does UED 2 behave like this?

I add a sheet as a portal. Later I change my mind and decide to remove the portal, leaving the brush. But UED2 forces me to delete the brush and add it again, else it the flag "portal" won't be removed no matter how many times I uncheck it and rebuild.

Several flags act this way when you add a special brush. Portals are one of them. Polygon=>To brush sets the selected brush as your building brush so that you can re-add it with new parameters if needed.
  

You must construct additional pylons.

seems those flags get baked into the brush somehow, you can also reset these flags by going into the brush properties brush-->polyflags, and tinker around there.
