I decided to give 2D-Deck16 a try a while ago, and I found that I was unable to, under any circumstances, pick up the Stinger (it was located just slightly off the path towards the background, completely unreachable with the map's movement system). Frustrated, I decided to give UnrealEd 2.1 a try, and much to my dismay there was no way to move pre-existing actors around (not even clickable arrows to move the actor in six directions). I also wanted to replace an existing object in the map, but right-clicking on a weapon doesn't let me change which weapon it is. (I wanted to add some RTNP weapons.)

What I propose is a small update to UED 2.1 that allows you to grab actors and drag them along in six directions, via 3D arrows that appear on the object. I also propose an improvement to the Actor/Object Properties system where you can more easily replace said Actor/Object by loading a different one in its place right from its properties menu. (A similar feature for zone-types would also be welcome.)

I can't really see the problem here.
You move objects in Ued by selecting them and hold down the left mouse button and your CRTL key. (or SHIFT key, then the view will move with the object)
If you want to replace an object first select the new one from the actor browser, then right-click on the object you want to replace and choose "Replace with..." from the dropdown menu.

I think it would be a good idea if you first become familiar with the basics of Ued. This should help to get started:

Yes, this is clearly a misundertsanding of the basics of the Unreal Editor. It doesn't have rotating/moving/scaling gizmos when an actor is selected as 3D modeling programs or recent editors have. You move things with ctrl+click, and rotate them with ctrl+right click. I am against changing this for gizmos (or even having both this and gizmos) because this is a fundamental part of UnrealEd's functionning and people are used to it after so many years. Adding multi-coloured arrows in the viewports when selecting something would only be more confusing.

As for the replacing, )Leela(-[otS]- already answered perfectly.
  

You must construct additional pylons.

Not sure if this would be of some help, but I created a custom brushbuilder last year that cycles through a given map and can remove/replace specific actors all at once within the editor

EDIT:
Ctrl + Right-Click doesn't rotate, it just moves the object along two different directions from Left-Clicking.
