along  with allow old clients true, do i need to remove ServerPackages=UnrealIntegrity227 for everyone to join, no 227 needed???????????????/

yep, with the exception of course that you are limited to maps/mods which are fully compatible with older clients. So the 227 map DMRetrospective f.e. shouldn't be added to maplist.
