I have an idea. How about making something similar to Slender game? I mean something like very dark map with new scripted pawn that would kill player if he/she look at him.
Here is the second big site:

I've seen pretty much every video-game concept brought to life in Unreal, except a godamn decent horror mod. (One that actually frightens the crap out of me like Amnesia did/still does sometimes) I guess I can throw some ideas out into the open if anyone is interested or would like to add to the list?

- Since PlayerCanSeeMe() is fixed for 227i, the "horror" can advance toward the player when they're not looking at it.

- Raven's KeyCard system built-in to 227 could be a base for a item-collection system maybe?

- As for modelling something like this, a static model would suffice I reckon. Not knowing how this "horror" moves adds to the creepy-factor I think.

- With the inclusion of Dark Light in 227i, maps could benefit from REAL darkness, not just absence of light.

Sounds like DarkKingdom, a remake of Nali Castle with brutes that wander about and your only weapons is a flashlight/the shadows. Wouldn't be hard to make it into slenderbrute I guess.

Amnesia still sends the shits up me sometimes. I saw that guy playing SCP, I don't really find people like him that funny (over-the-top-clearly-trying-too-hard-to-be-funny-and-failing) I've been tempted to try it myself but I heard there's no real goal to the game and there hasn't been an update in a while :/

It's really just a concept and the map is crap, but the flashlight I can get chasmville and as slenderman i can use a nali with just 2 arms.
Lost the screenshots though, gotta dig thru my hard drive for it.

It would kind of be difficult to make Unreal into a Horror Game sense the Alien's aren't scary.

Maybe reduce the Player Movement Speed and Jump Height no Dodging make it where you can't shoot your weapon while sidestepping Decrease players Max health to 50. Decrease the Lighting to nearly Dark, New Enemies more Scarier things that Jump Out. a Rechargeable Flashlight sort of like the Flashlight in Half-Life. Limited Weapons and Ammo. Give the Player 1 starting weapon a Knife and 2 other weapons they have to find Infiltration M9, Infiltration Shotgun. Too many weapons makes the game Less scarier 3 weapons should be plenty. Also remove the Flashlight from the Shotgun or make a Shotgun with no Flashlight make Alternate Fire into Reload.

Well, if a new pawn is made for this, the Skaarj, Krall or whatever may not be used. If there isn't a new pawn made, then you can always rely on the music, sounds, lighting and other atmospheric qualities to give it a horror feel, while not having the regular pawns seem out of place.

Of everything else you listed, the only thing I think should really matter is whether the weapons fit the specific horror theme or not and the flashlight. It'll be too un-scary with a flashlight that recharges. It'd be cool to keep the dodging, jump height and everything else the same while the enemies could still give you a horrifying beatdown. If done right, this could encourage an unconventional form of a playstyle to survive while keeping the familiar Unreal controls and movement forms. Or different controls can be implemented to make it harder or something.

Always wanted at least one opportunity to get a decent idea/thought out to this community. And there it is, for whatever it's worth.

But I would still suggest decreasing the Max Health to 50 or 25. Because 100 is just to much Health the Idea is to not get Hit and to watch your Health Constantly also give Limited Health Kits. Also the Weapons do need to be Limited because having a Eightball, Bio Gun, Flak Cannon, Minigun and ASMD would Ruin the Scare because those are over-powered guns.

I agree on the weaponry side of things: The Flak etc. are a bit too aggressive for a horror game. It would be much better having the automag and a couple of others, but maybe not the DP.
On the health front, I'm half and half. I agree on having it low, but maybe not too low. So not all the way down at 12 maybe at 60 or 75.

60 or 75 HP works.

And if they're to be used as a base for a horror-mod like you proposed, there should be none of this "Start with 2 guns, start with half-health" stuff.

Horror =! Weapons

What I'm really saying is that the inclusion of ANY weapons or health system instantly brings relief to the players because they know that they have some means of defence against the monster chasing them.

This isn't frightening.

Things that don't scare me in a game:
Looking in my inventory and seeing a 12-gauge shotgun with 18 reserve rounds and 70hp. Advance toward door that you KNOW has something hiding behind it because it just creaked open.

Things that scare me in a game:
Looking at my inventory and finding a weak source of light (a torch, lighter, lantern, whatever) and maybe a key to that locked door that was back down that corridor you were too scared to go down because all the lights got blown out and you saw the vague outline of a shadowy figure that vanished after 0.3 seconds of you looking at it.

I'm really just trying to separate what is trying to be created here. An action-horror game (ie. Resident Evil 4) or a balls-to-the-walls nightmarish experience (ie. Amnesia) And I was going with the scarier one.

I would like to see this idea come to fruition. Though I don't want this to be "horror" themed where you can just shoot your way through it. A weapon would be nice in those fight or flight moments, but i'd rather it be a rather weak weapon where you have to do everything perfectly in order to survive a fight... if you have ammo.

I would be okay with this if there weren't any weapons either. I don't think there's many things scarier than being powerless against the dangerous unknown that you have to confront.

From what you're saying you want some Melee Weapons which I Agree with you Melee Weapons would be Handy.

Though I tried not to imply anything about melee weapons, it would be scarier using a melee weapon instead of a gun which you could use at a safe distance. With melee you gotta get right up in their space and risk getting slapped across the map or something.

But still, a melee weapon shouldn't be something you can just use to be all jedi with and annihilate the monsters. Something on the level of your fist in Doom without a berserk pack.
