Re: exporting maps
its actually really simple, here it goes in 6 steps
1 load the map in the tactical ops editor,
2 export the map from the tactical ops editor.
3 load unrealed
4 in unrealed load EVERY TEXTURE AND SOUND package from tactical ops (in texture/sound browser -> open, then browse your tactical ops folder and select all .uax/.utx packages)
5 with all the packages loaded in unrealed, import the exported map.
6 rebuild the map, it now has every texture / sound present as it was already loaded in the editor, save the map.

Re: exporting maps
you could always export the needed textures from the file, and import them into unreal.
instructions on how to
1 load the map in the tac ops ed
2 export all LOADED textures and sounds, this means you have the exact textures required by the map.
3 export the map from tac ops ed
4 make a new texture package with a new name and import all the textures into it with their ORIGINAL names/groups intact.
5 import the map into unrealed
6 rebuild and the map will work.
the principle behind it is pretty easy, when you export the map, the texture names are noted, so when you import the map you must be sure that the imported textures have the exact same name as the originals (But they don't need to be in the same package)
