Cannot host server under Windows 7 (Home Premium)

Seriously what the hell is this? I can connect using localhost (127.0.0.1) and private router IP's, but whenever me or someone else tries to connect to my direct IP, this happens:

There was no server crash either, it just refuses to do anything with inbound connections that aren't coming from localhost or private IP..

This is my firewall settings, I have every port open (Even UDP and TCP protocols) and it's forwared to my new computer (NewHope), I used to beable to host fine on my old PC, but why the hell can't I do it on this new one? I even turned off windows firewall to no avail, would someone tell me what the F[ch8204]U[ch8204]C[ch8204]K is going on with this piece of s[ch8204]h[ch8204]i[ch8204]t!?

I'm trying to betatest QuakePak with some friends of mine, but they can't connect and neither can I, what the hell, do I have to use VPN's to get this f[ch8204]u[ch8204]c[ch8204]k[ch8204]e[ch8204]r to work...?


EDIT: Apparently I can't connect to my own server.... But other people can.. I'm really wondering what's breaking...

I would start here first, go to this microsoft site and run the evaluation tool to check and see if your router is compatable with windows 7.
I had a similar problem a while back and a new router fixed the problem. That was when I ran 227E. I just recently came back to Unreal and just installed it, and patch version 227F. I am running Windows 7 Pro, and ran Windows 7 ultimate and had no problems with server. Hats off to all the people involved with 227....

Also you will get 4 windows firewall popups with windows 7.
LAN inbound and outbound
Internet inbound and outbound.
You must click allow to all 4 windows firewall popups.

Do you have admin powers in your OS? Run the program as administrator (right click, the second option) and see if this solves your problem.

I set most of my "Compatibility" options for all users to "Run as administrator" I also turned off UAC.

I really hate how Windows evolved... I don't care about things being insecure when I have anti spyware and anti virus running, so I just want to have the only user account as "SYSTEM" and having everything running on it... Windows 98 wasn't as restrictive...

It is very recommended to use UCC.exe (or UCCLinux.bin) instead of Unreal.exe (or UnrealLinux.bin) when hosting a server!

Alladmin gives admin to all fucking players, this is not related to this...argh!!!!

UCC crashes upon closing and I notice no difference between UCC and Unreal.EXE -server other than the latter giving me the ability to change the servers preferences without a restart...
