Hi there. I've searching the net and finded the program called Terragen. I am surprised and shocked possitive that it's that i have searching the last six months. A problem is that the Terragen haven't got normal formats like bmp jpg what they are in TerraEdit. If someone know this problem write there.
I swear that this tool is compatible with UED but i don't have program or plugin to convert it to t3d or u3d or something unreal format.
Format using by terragen:
-SGI image .SGI .BW (to export)
- SGI or uncompressed .TGA :-?

You should avoid using terragen, it doesn't really give you much control over the terrain apart from up and down.
To create terrain in Unreal, you need to create a tesselated cube/brush and manipulate it into the shape you want with vertex editing.
Edit: Wait, ignore that sorry; I was thinking of Terra-edit.

i have been working with TerraGen alot to create better textures for the mountains, and i can export the render as BMP or TIFF file.
It also can import a variety of fileformats for the heightmap. This one was saved as BMP file:

I guess follow this tutorial that SilverIbex made:
http://www.celticwarriors.net/Website/Mirrors/Terragen%202%20Unreal/Terragen%202%20Unreal%20-%20Silver%20Ibex.htm]Terragen2Unreal
I know that JackRabbit did run a few tests and it worked for him.
And i only need it for textures, except i have no idea how other people make them prefectly tilable in TerraGen itself without after editing, like theses downloads:
