No, please, I don't want any n00bs (if you pardon me the expression) making a new fan Unreal game, if anything then remake of original Unreal, but not sequels (certainly not Unreal3 or UT4, sigh) and you are violating rule, if you don't make it without their permission. There is thread aout it at UDK forums already, about idea of making new UT or Unreal game, but without Epic giving permission you cannot use it to make a new game in the series.
It's not that great as it seems.

GUYS! Epic has just released the Unreal Development Kit for download FREE OF CHARGE!! It contains all of the features included in UT3 AS WELL AS the new features showcased at E3 earlier this year (Including Unreal Lightmass, WOOT!)
With this, we can make Unreal 3 ourselves! And not only that, we can MAKE it the way we want it to be instead of praying the Epic gets it right. The best part is, we can release the games we make with it!
Someone gather a team and start on U3 NAO!
Oh, it sounds so easy, reminds me of legend of vandora for ut2003, so many talented faces from the community, not only familiar faces from the community, but some actual designers from the scene (from spellborn, killzone iirc). All contributing together for a true next-gen unreal sequel...
Then it died out, not even during development, but merely in the planning/concept phase, already at that point the ambitions and the scope of the project has grown far beyond anyone's capabilities.

UE3 is great engine, but I will not build any games on it, I'm an opensource fan, so I prefere to use opensource tools to make anything(including games). But I don't know any opensource gameangine similar to UE

If anyone would like to do it, I think episodic releases would be the best. Important is to make project that would not be too ambitious . Start making content then release one or two maps just to see if anyone likes it. Besides:
It looks like any community created Unreal or UT may be put on ice before even beginning. Epic's Jay Wilbur tells me it would infringe on their IP to move forward with such a project. Who knows if they might change their minds but I doubt it. It seems nobody will be able to create any Unreal related (and obviously Gears etc) games with the UDK, even if it is for free. Please keep this thread open and visible Flak? In case some others get the same idea - and we can be sure they will. Sorry all.
We can't make it anyway on UDK. Only UT3 mod is allowed ASAIK.

How would I want Unreal 3 to be? I would want it to be existent. The fact of the matter is that Epic is to blind to understand how much they would make on a game that rivals Unreal 1. I just don't understand why they haven't made one, even to this day Unreal 1 is still active, the game is clearly in need of renewal, yet they tinker with their Gears of War and Unreal Tournament..bah.

I think Epic doesn't give a shit anymore about single player games, (yeah Gears Of War, sure...) they just want to continue the "Tournament" series as far as I've noticed..
If there were a Unreal 3, I'd like it to continue where RTNP left off, and have more fantasy elements to it... (NO NOT MEDIEVAL FANTASY YOU DUMBASSES!)

What they should generally make so it is successful:
A game with single- AND multiplayer co-op that would have story that doesn't conflict with the Unreal universe (like about the Greens World Rebellion), has good visuals and interesting gameplay.
Now what I would like to see: a link between the Unreal and the UT series. Since the time for Unreal games has run short (last Unreal ended rather near to the first UT in the timeline, there's only space for one more Unreal), it would be a good thing to hear about the beginning of UT, seeing Malcolm being transformed, visiting Liandri Mining Corporation to learn about their plans of making the underground Tournament into a sports event, and possibly to play a few matches in one underground tournament. Revisited Na Pali would be nice, but it shouldn't be the main focus of the game.
The character should be a new one (and I'm pretty sure it will be - we never got to see the same main character in two games, be it P849, Dalton or Reaper), and should have a bitter-sweet end like all other games. There should also be allies that could work even better than in U2, with co-op players being able to take their roles. References to earlier games is a must.
I do like the idea of visiting different planets, like it was done in U2, however, they should let us stay on the same planet for a longer time to catch its feeling, they could make only three or so planets available. Exploration should be a priority, too.
Talking about weaponry, it should be their regular mix of modern, sci-fi and OMGWTFBBQ alien weapons. When in the campaign, it would be nice if the weapons got stronger and stronger as you advance (like the unlocking of Shock Lance in U2), and you would sometimes get a limited selection of weapons for learning all its possibilities. This way weapons would be competitive, yet fit for the campaign as well.

That doesn't mean they're going to do the same with the main Unreal series, because they already did back when they started focusing intently on the Tournaments (and the Championships). Now it's time to put UT on hiatus for a change and possibly begin focusing on the main series, at least for one more game.
Also, I would say make Unreal 3 have NO connection to those other things that they introduced in Unreal 2 and beyond (Green's World Rebellion, Liandri, Axon, Izanagi [okay, maybe the Izanagi could be in it, just because the name's so damn cool ], nor the Necris or the onslaught of new aliens like the Gen Mo'kai). I want to play as a civilian/prisoner who has to fight for their life instead of fighting for some big corporation against (an)other big corporation(s) (which is precisely what Unreal 2 and UT3 are based on, not to mention several Assault maps in UT1 and UT2004)
I want Unreal 3 to be what Unreal 1 was. A person stranded and alone in an unfamiliar place full of vicious baddies with only a few friendly, Nali-like aliens to help (or hell, just bring the Nali straight back). And it could end by the main character detonating a nuclear device to destroy the main bad guys' HQ/MotherShip (Maybe the Skaarj, maybe not. Hell, bring back the Mercenaries!) and accidentally wiping out an entire city of those friendly guys in a classic Unreal style ending, which is the only thing that U2, UC2, and UT3 got right.
So far the only Unreal games/expansion released whose ending doesn't make you depressed are RTNP, UT1, UC1, UT2k3 and UT2k4. Kind of interesting, since only one of those was an SP campaign and all the others are ARENA SHOOTERS >.

You don't fight for a corporation in U2, NEG isn't a corporation, it's Earth I don't mind them as long as the story is good.

They did put UT series in hiatus, they said it this year, how come nobody knows about it? They said there won't be any UT game for at least 4 years or something.

Apologies if this is considered spam and for the thread bump, but I saw this video today linked from another site I visit. I don't know much about it other than it's another MMO type of game, but I went ahead and watched the video thinking that this is a lot like what I envision Unreal 3 could be in world detail only. In other words, cut the third person view and all the magical elf fantasy garbage and look at how the worlds are created. The kind of imagination, detail, and scope that went into the areas here are what I'd like to play in a singleplayer/coop centric Unreal 3.
