Noob question - How to create mutators for Unreal?

I'm wondering if it's possible to create mutators for Unreal.
I would like to have a mutator that recharges your health by 5 points every second. Is it possible to make something like this?

Yes, that's possible and very simple (although isn't 5 every second a bit fast?). To do it yourself, you need to learn UScript and how to create mods for unreal. There should be getting started guides on the tutorial section.

Why do people always confuse a mutator with a mod?
Mod = a package (or more packages) with possible new weapons/items/any actors, maybe even a console or so
Mutator = a part of a mod (or a standalone package, but then it doesn't do much) that is used for replacement defined actors in maps and changing the default weapon (may be one of those, may be both)

No. Mod = Mutator, Gametype or total conversion.
Mutator = not Gametype or Total Conversion.
