Gizmos don't exist in old versions of UnrealEd. This is ancient technology. In 2D viewports, with an actor selected, you hold CTRL+LMB and move the mouse to move actors, CTRL+RMB and move the mouse to rotate it. In the 3D viewport, you hold CTRL+LMB moves the actor along axis X and CTRL+RMB moves the actor along the Y axis, while CTRL+both mouse buttons moves it vertically (along the Z axis). To rotate an actor in the 3D viewport, you need to select the Rotate Actor tool and use CTRL+mouse buttons to rotate the actor along the axis you want.

To scale actors, there are three tools : , and . The first alows you to scale your actor globally. The third one scales the actor along one axis of your choice and the second one does the same as the third one but sticks to the grid if you're using a brush by scaling it in steps corresponding to the selected grid size.

EDIT: my images do not parse for some reason.
You must construct additional pylons.

There used to be a separate move actor mode in beta versions of unrealed btw, but it still didn't have "gizmos" and "gitmos" and whatever else, lol.

Around the time of Unreal release they changed it to not be a separate mode anymore and you can move stuff around anytime...
