Well the difference is that master server listing uses Tcp network link (just like web browsing), but Unreal server pinging and playing in Unreal servers uses Udp network link.
Maybe a router firewall blocking the Udp connection?

It is quite clear the that the problem is not on the PC. So it indeed can be the router. But consumer routers/firewalls tend not to be configured like this by default because this would lead to unhappy customers and many support calls. You may want to try
  • To connect your PC to the internet modem directly (When you have a separate cable/DSL modem)
  • To reset your router to it's factory defaults if it DOES work without your router
  • If all else fails, check your ISP tech support is they are blocking any traffic.


You can also try to do a new install of Unreal, patch it to version 226f if you have Unreal Standard, or leave it as it is if you have Unreal Gold. (Unreal Gold is already version 226)

Then open Unreal.ini, change

ListFactories[0]=UBrowser.UBrowserGSpyFact,MasterServerAddress=master0.gamespy.com,MasterServerTCPPort=28900,GameName=unreal 



to

[UBrowserAll]
ListFactories[0]=UBrowser.UBrowserGSpyFact,MasterServerAddress=master.oldunreal.com,MasterServerTCPPort=28900,GameName=unreal 



(The gamespy master server is dead, the OldUnreal one works fine)
Then you cen double-check if the problem is related to OldUnreal patch 227 or not.

this issue resolved somehow, I don't know why but now it works.
I rebooted my modem today, not sure if that is what caused the server list to update
thank you to all who were interested.
