I agree 100%. It would never happen - but if UT3.5 had the same amount of content that UT2004 had over UT2003 as a huge expansion - then it would be a definate buy for me. And while I don't see it as a 'true' UT per se - nobody can deny it has/had potential. Just like any game does - when it is first announced.
It's ashame really, it has a good looking engine, and I think with the right promotion & backing it would sell well. And now that UE3 is on version 3.9 an engine upgrade would be good too.
So much potential makes one wonder why they didn't do this in the first place (GoW). No-one makes the right decisions all the time, but Epic Games should have thought things through.
What Epic ultimately did was attempt market UT for the masses, and for the masses it most certainly is not (that's not to say it doesn't deserve to be popular, as it most certainly does). However they should have left the commercial formula with the Unreal Championship series if they wanted to branch the Unreal franchise into different sectors.

UT3 had everything everyone wanted, in today's world would it still hold it's own? In my opinion yes because I'm a huge fan of the series, but in eyes of the masses? probably not. Then again we mustn't generalise.
