Well, I've read the tutorials on it. Millenium's were the only ones I could find, and they still don't seem to fully explain it.

The one big, unanswered, baffling question for me is how or what third-party program did the Unreal developers use for their beautiful outdoor environments. I notice that usually, the cliffs are all made from one single brush. Ummmm.. how to make that one beautiful mega-sized brush? Everything made from that seems so flexible than anything I've ever read or tried (That includes TerraEdit. Sorry, TerraEdit...) . I want to know how.

Vertex editing does the trick, usually. There is no vertex editing in UE1 that I know of, though.

Tried terrain edit tools in UT2004...

Woah! Wow! I can create realistic lanscapes in seconds! Indeed, I made a real-looking terrain in 15 minutes, and that would take at least a year to complete in UEd2! Painting, mouse-position-based vertex editing, flattening, generating, smoothing, noise, texture painting... And no BSP errors whatsoever. Maybe there's a way to make tools like that available in UEd2? Or a way to convert things? I mean, making terrain is so easy there that it makes tools like TerraEdit worth a laugh.

In that terragen tutorial the person used a program called truespace. That program is completely free and works nice for 3d modeling. It can be found here.
